This document outlines the City Council's strategic priorities for advancing the city of Peoria. The three key focus areas are Economic Development, Public Safety, and Water Security. Economic Development aims to generate new revenue and jobs, maintain essential city services, and support quality of life programs. Public Safety prioritizes the police and fire-medical departments to ensure resident safety. Water Security focuses on funding water resources to meet community needs for future generations.

The commission reviewed a conditional use permit for a 70-foot stealth wireless communication facility at the Foothill Center Recreation Facility. The meeting included discussions on federal regulations that limit the commission's authority regarding RF emissions, property values, and the need for service, while focusing on objective factors like height, placement, and stealth design as permitted by the city's zoning ordinance.

The City Council conducted a study session to review updates on water supply solutions and security challenges. Key discussion topics included drought resilience, system redundancy, infrastructure investments, and strategies for long-term water security. City staff presented a 10-year capital improvement plan, which includes well development, the Vidler water purchase project, advanced water purification, and reclaimed water transmission projects. Additionally, the council discussed the importance of water conservation programs to reduce demand and manage long-term water resources effectively.

The board meetings covered multiple community facilities districts, including the Mystic at Lake Pleasant Heights, Vistansia North, Vistansia, Vistansia West, and Saddleback District 1. Key topics included the approval of consent agendas and a detailed presentation regarding the bond issuance for Vistansia North, which includes financing for water and wastewater infrastructure such as the Joewax water treatment facility expansion. The board held a public hearing on the feasibility report and authorized the sale and issuance of general obligation bonds, supported by a property tax levy.

The Commission discussed the rezoning of the Peoria Innovation Corps (PIK) area, a strategic 7,341-acre site located along the Loop 303 corridor. The proposal involves replacing existing zoning with a new unified Planned Community District (PCD) to guide future growth. The meeting detailed a 'flexible zoning bank' structure to allow for market-responsive land use, including residential, commercial, and employment centers. The Commission emphasized balancing economic development with natural environment protection, citing constraints such as river corridors and power line infrastructure. Additionally, the proposal includes provisions for housing density, edge condition compatibility with neighboring communities, and the integration of infrastructure frameworks for future development projects.
