The Board convened an emergency session to discuss and adopt a proposed revision to Career Service Rule 9-73.C. The revision aims to grant the city authority to provide financial incentives to employees volunteering to staff migrant shelters during a citywide emergency. Discussions addressed the current staffing challenges, the necessity of incentivizing employees beyond standard overtime, the duration of the emergency, and the flexibility provided to the city to determine appropriate incentive forms and administration. The Board officially adopted the emergency rule revision to ensure the public health, safety, and welfare of the city and county.

The committee reviewed and approved three consent items. This included a contract with Stadium Medical, Inc. for medical services for Denver Arts & Venues, an agreement for a temporary construction easement with Hammond Infrastructure, Inc. for land at the Overland Municipal Golf Course, and an amendment to a revocable license with the Housing Authority of the City and County of Denver regarding the use of vacant lots for an affordable housing project.

The board meeting agenda includes a public hearing regarding the continuation of the second revised public hearing notice, followed by an executive session.

The committee held briefings on the 2026 workplan for Denver Human Services and a collaboration between OSEI and OCA. Additionally, the committee approved several contracts for providing care, treatment, and supportive services to individuals living with HIV/AIDS in the Denver Transitional Grant Area with vendors including It Takes A Village, Inc., Vivent Health, Inc., and The Empowerment Program, Inc.

The committee held a meeting covering various infrastructure and transportation initiatives. Key action items included the approval of a security services contract for Denver International Airport and a grant for a community resilience microgrid project at Abraham Lincoln High School. Additionally, the committee processed several land dedications for public right-of-way, approved a street maintenance contract, and authorized master purchase orders for airport operations. Numerous on-call airside and landside infrastructure design and engineering service contracts were also approved for the airport. The meeting included a briefing on the department's 2026 workplan and amendments to existing intergovernmental and service agreements.
