The selected consultants will be required to sign a Demand Services Contract for Professional Services and meet the insurance requirements specified in the solicitation (including professional liability, commercial general liability, automobile liability, workers' compensation, umbrella/excess, and other coverages as applicable). The contract term contemplates commencement on July 1, 2027 or upon award, with the first year expiring December 31, 2027, and may be in effect for up to five years. Scope of services: The demand services contract will be used to procure professional services for GCDOT projects including, but not limited to, planning, design, survey, right-of-way support, drainage design, traffic engineering, ITS/ATMS design, travel demand modeling, construction plan preparation, permit submittals, cost estimates, public meeting attendance, utility coordination, QA/QC documentation, and related deliverables as detailed by category. Performance management, availability of key personnel for in-person meetings, and adherence to Gwinnett County standards and applicable laws are required. Administrative and proposal submittal requirements: The solicitation details required proposal content, page limits, required forms and affidavits (Ethics Affidavit, E-Verify/Contractor Affidavit, References, Non-Conflict of Interest, Federal Provisions), fee schedule instructions (fee schedule to be submitted in a separate sealed envelope labeled "HOURLY RATES"; hourly rates will not be used as a criterion for evaluating proposals but will be discussed during negotiations), partnering and sub-consultant requirements (GDOT pre-qualification for subconsultants, submission of resumes and references), and other contractual terms (termination for cause and convenience, compliance with state and federal laws, non-communication period, proprietary information handling, and insurance requirements).
