The plan focuses on addressing housing affordability, accommodating special needs populations, preserving neighborhood character, promoting diverse housing types through infill and accessory dwelling units, and establishing secure funding. It also seeks to prevent discrimination, address racially disparate impacts, and mitigate displacement, aiming for a balanced relationship between jobs and housing affordability.

The council discussed potential amendments to the Council Charter, ultimately deciding to send a letter of consideration to the Charter Review Commission regarding specific language changes. Work session requests were supported for the Public Works Clean Water Division's 2027-2032 Stormwater Capital Plan and the Public Works Programming 2027 ACP and 2027-2032 TIP.
