Clark County Housing Options Study and Action Plan
The Clark County Housing Options Study and Action Plan (HOSAP) aims to identify housing challenges and develop strategies to provide diverse, affordable, and quality housing opportunities for future generations within the unincorporated Vancouver Urban Growth Area. The plan is structured around five key objectives: encouraging housing for middle-income households, supporting affordable housing for low, very low, and extremely low-income households, promoting diversity in housing types and tenure (including middle housing and multifamily options), creating a broad range of housing sizes to match household needs, and guiding development towards areas with essential services and transportation. To achieve these goals, the HOSAP proposes a comprehensive set of strategies categorized into expanding housing options through regulatory adjustments, increasing the feasibility of subsidized affordable housing, strengthening programs and partnerships, and advocating for state legislative changes. The overarching goal is to remove barriers and implement solutions that ensure equitable access to housing for all residents.
