This document outlines the Clark County Comprehensive Growth Management Plan for the 2025-2045 period, serving as a roadmap to preserve the county's unique qualities and address new requirements from the Growth Management Act. The plan focuses on strategic areas including planning for housing across various income bands and climate change adaptation, while also respecting tribal legacies and contributions. It encompasses elements such as land use, housing, environmental protection, transportation, capital facilities, parks, historic preservation, economic development, schools, community design, annexation, shoreline management, climate action, and procedural guidelines, all aimed at fostering livable, equitable, and sustainable communities.

This Housing Element outlines the strategic direction for ensuring the construction and preservation of decent, affordable housing for all economic segments of the Clark County population over a 20-year period. It provides policy guidance, coordinates with local municipalities, and details implementation mechanisms. The plan focuses on addressing housing affordability, accommodating special needs populations, preserving neighborhood character, promoting diverse housing types through infill and accessory dwelling units, and establishing secure funding. It also seeks to prevent discrimination, address racially disparate impacts, and mitigate displacement, aiming for a balanced relationship between jobs and housing affordability.

The council discussed potential amendments to the Council Charter, ultimately deciding to send a letter of consideration to the Charter Review Commission regarding specific language changes. Work session requests were supported for the Public Works Clean Water Division's 2027-2032 Stormwater Capital Plan and the Public Works Programming 2027 ACP and 2027-2032 TIP. Policy updates included an overview of potential legislative requests for the Metropolitan Parks District and an update on the State's biennial budget forecast and its impact on the county.
