Board meetings and strategic plans from Kimberly Sue Kiefer's organization
The Design Commission provided feedback on the CodeNEXT Draft 3, specifically addressing the Density Bonus Program. Key topics included the equitable distribution of affordable housing units, the need for transparency and metrics regarding off-site versus on-site affordable unit benefits, support for downtown density bonus fees, and the necessity of a fee-in-lieu schedule. The Commission also recommended including mobility alternatives in community benefit requirements, re-evaluating affordable housing sales price calculations, and establishing a systematic approach for reporting and enforcing SMART Housing policy. Furthermore, the Commission emphasized its role as a gatekeeper for Urban Design Guidelines to ensure compliance and project quality.
The meeting was officially cancelled.
The meeting included a staff briefing on the Austin Resilience Network and a presentation regarding the work of Communities in Schools of Central Texas. Discussions were held concerning the potential for a retreat, scheduling a briefing from the Austin Police Department, and the formation of a budget follow-up working group for FY2026-27. Additionally, the committee discussed and acted upon recommendations for the FY2027-28 community engagement schedule and the inclusion of infrastructure equity and medical resilience in the Pilot Knob Library and Resilience Hub Project. The committee also received a working group update regarding potential collaborations between the Commission on Aging and the Mayor's Committee for People with Disabilities.
The Environmental Commission reviewed the 2024 Annual Report on Parks and Recreation Department Managed Concessions on Lady Bird Lake. The commission approved the report while requesting that the City Council initiate code updates to expand the scope of future reports to include concessions from all city parks and require an environmental impact assessment for these operations. Additionally, the commission recommended establishing a citizen advisory board to oversee concessions in public lands. Further recommendations included addressing shoreline erosion using concession revenue and delaying the Phase II implementation of the Trail Conservancy POMA to allow for an environmental and financial impact review.
The commission recommended that the City Council direct the City Manager to develop a plan addressing the financial impact of distributed energy on the utility provider. This plan is to include an analysis of the fixed costs associated with serving these customers, determine the extent to which these costs are currently subsidized by other ratepayers, and assess potential fairness and equity issues. Additionally, the proposal calls for projections regarding future adoption rates of distributed generation and its anticipated impact on the utility and its customer base.
