Cedar Rapids City Council Regular Session
The City Council meeting included several key components, starting with an invocation, pledge of allegiance, and proclamations, including one for Black History Month and a presentation on the Homeless Systems Update. A significant portion involved eight public hearings. These hearings covered proposed amendments to Chapter 32 of the Municipal Code (Zoning) regarding zone districts, standards, and definitions; consideration of community development needs for the CDBG and HOME programs for the upcoming fiscal year; and consideration of amendments to the Urban Renewal Plans for the Consolidated I-380 Corridor and Central Consolidated Urban Renewal Areas. Additionally, public hearings were scheduled for Development Agreements with Ellis Revitalization Group LLC, Mods Enterprises LLC, and KN Properties 15 LLC concerning housing and mixed-use redevelopment projects. The final public hearing addressed the plans and estimated cost ($4,500,000) for the South Hoosier Lift Station and Force Main Improvements project. The Consent Agenda addressed routine items, including fee increases for Parks & Recreation and the Golf Division, establishing stop control at an intersection, accepting work for the 35th Street NE Pavement Reconstruction project, and setting numerous future public hearing dates related to property disposition, establishing an Urban Revitalization Area, repealing/adopting a new Building Code, and considering various Development Agreements and annexation requests. The Consent Agenda also involved awarding contracts for the Westside Library FF&E project, approving civil penalties for tobacco and alcohol sales violations, approving several beer/liquor/wine applications, and approving payments for bills and payroll. Finally, numerous resolutions authorized payments, bond acceptances, economic development grants, property tax exemptions, and various purchase agreements, amendments, and professional services agreements related to infrastructure, watershed improvements, utility easements, and legal settlements.
