The County of Monterey's 2025-2028 Strategic Plan was developed through collaboration to guide the organization's long-term direction. The Monterey County EMS Agency's 2017-2020 Strategic Plan aims to enhance, protect, and improve the health of Monterey County residents by continually improving the quality and stability of the emergency medical services system. Key strategic goals include transitioning to a data-driven quality improvement system, implementing electronic patient care reporting, redesigning the EMS system, ensuring competitive 911 ambulance services, developing robust disaster response capabilities, systematically reviewing policies and protocols, enhancing EMS training and education, improving stakeholder communication, and strengthening agency staffing and infrastructure.

The agenda includes a special recognition for Principal Analyst Darren McBain, adoption of a resolution amending the 2025 Municipal Service Review and Sphere of Influence Study for Community Services Districts, and a status report on activities of the California Association of Local Agency Formation Commissions. It evaluates the current housing market, population demographics, and special needs populations, alongside identifying market, governmental, and environmental constraints. The plan's strategic pillars include conserving and improving existing housing, assisting in new housing development, providing adequate sites for various housing types, removing governmental barriers, and promoting equitable housing opportunities for all residents.

This strategic plan for the County of Monterey Health Department outlines its direction from 2025 to 2028, aiming to guide its work and respond to emerging needs and opportunities. It is structured around four key goals: building community power and partners' capacity to increase equity and improve health, providing exceptional person-centered care through accessible community-focused health services, enhancing employee wellbeing and workforce capacity, and deepening organizational effectiveness to support long-term sustainability.
