This document is a Freightway Site Redevelopment Study for the Village of Scarsdale. It aims to develop a shared community vision and provide guidance for future transit-oriented development of the underutilized Freightway Site, adjacent to the Metro-North Railroad Station. The study focuses on enhancing the Village Center, improving parking, and introducing amenities such as connectivity, open space, and community facilities. It seeks to ensure future development is economically viable, meets local needs, preserves the Village's character, and responds to current market trends, including demand for walkable mixed-use developments and experiential retail. The ultimate goal is to inform future planning and guide the preparation of a Request for Proposals for the site.

Significant actions included the approval of an abstract of claims, the purchase of a new combination vacuum/hydro-excavator machine for the Department of Public Works, and the awarding of various contracts for pavement preservation, road patchwork, and sidewalk restoration. Additionally, the board authorized the emergency purchase and installation of a 16-inch insertion valve for the water department, ratified a change order for the Freightway Garage, adjusted taxicab rates, and made an appointment to the Advisory Council on Scarsdale Senior Citizens.

The Village Board of Trustees meeting covered several key items, including the award of municipal contracts for pavement preservation, road patchwork, and sidewalk and curb restoration. The Board approved the emergency purchase and installation of a 16-inch insertion valve for water system repairs and authorized change orders for the Freightway Garage repair and maintenance project. Additionally, the Board initiated the environmental review process for the Village Center redevelopment by declaring its intent to act as the SEQRA lead agency. Furthermore, a resolution was adopted to appoint a new Deputy Village Clerk and the annual Village-wide Fees and Charges Schedule was adopted.
