The Downtown Specific Area Plan for the City of Buckeye is a comprehensive action plan, initiated in 2022 and adopted by the city council in October 2023, designed to guide the long-term development and transformation of the downtown area, with a particular focus on Monroe Street. This strategic roadmap addresses key areas including land use (commercial, restaurant, retail, residential), design aesthetics, infrastructure (transportation, sidewalks, bike connectivity), economic development, and branding. The plan's core vision is to establish Monroe Street as a 'hometown main street' that prioritizes people and businesses, enhancing pedestrian amenities, seating, and shade, rather than merely facilitating vehicle speed. Initial pilot projects have demonstrated positive outcomes in public safety through reduced speeding citations and accidents, sustained business revenue growth, and no adverse impact on emergency response times. Future stages involve significant infrastructure upgrades and phased implementation to fully realize the vision of a vibrant, amenity-rich downtown that encourages community gathering and supports local businesses.
