Board meetings and strategic plans from Charlotte Colley's organization
The council meeting included the induction of a new firefighter and EMT, a public hearing regarding the 2027 tax budget, and a committee report on a moratorium for new applications for automobile fuel dispensing and service stations. Council members discussed extending this moratorium by 90 days to allow for the completion of the unified development code review process.
The meeting served as a workshop session focused on the Unified Development Code (UDC). Consultants presented an overview of the initiative, which aims to consolidate the existing Zoning Code, Subdivision Regulations, and Sign Code into a single document, reducing the number of use types from 320 to 86. The Commission discussed the timeline for reviewing the draft prior to making a recommendation to the Council, noting that the document remains subject to legal review and further adjustments. Additionally, the Commission agreed to incorporate ongoing discussions of the UDC into future regular meetings and confirmed that an updated version of the draft will be made available for continued oversight.
The commission reviewed and approved a Certificate of Appropriateness for the installation of a building sign and gooseneck lighting at 121 NE Public Square. Additionally, the commission planned a future work session to discuss the Unified Development Code, following the forthcoming release of a draft document.
The committee discussed the need to increase the bidding authorization for the Choy Aquatic Park improvements project, citing general inflation, supply chain issues, and complex electrical work as reasons for the cost increase beyond the initial authorization. The committee reviewed the scope of the maintenance work, including pool shell repairs, pump house and electrical upgrades, and equipment replacements. There was also a discussion regarding the possibility of implementing a resident and non-resident fee structure to manage costs and overcrowding, which the committee decided to further investigate.
The Planning Commission discussed several updates to the Unified Development Code (UDC), including the classification of agricultural buildings as principal structures on a single lot, adjustments to gateway overlay district boundaries, and compliance requirements for wireless communication facilities. The commission decided to prohibit wind energy systems, established procedures for revoking beekeeping privileges, and clarified provisions regarding roof-mounted solar energy systems. Further agenda items included amendments to nursery parking standards, the addition of traffic safety criteria for cross-access between commercial properties, and refined language regarding prohibited chain-link fencing in front yard setbacks. Additionally, the commission reviewed sign code consistency and introduced a new section concerning the completeness review process for applications.
