The commission reviewed a minor amendment request for the Arbagas Performing Arts facility involving the installation of a privacy fence on a patio. The commission also considered a rezoning application for 28 West Canal Street, aiming to correct a split-zoning issue. A significant portion of the meeting was dedicated to reviewing the Unified Development Code, specifically discussing topics such as self-storage facilities, sign code regulations, nonconformities, iconic signs in the downtown area, data centers, and the availability of land for gas stations. New provisions and standards were discussed for these topics to ensure compliance and proper oversight.

The council meeting included the induction of a new firefighter and EMT, a public hearing regarding the 2027 tax budget, and a committee report on a moratorium for new applications for automobile fuel dispensing and service stations. Council members discussed extending this moratorium by 90 days to allow for the completion of the unified development code review process.

The meeting served as a workshop session focused on the Unified Development Code (UDC). Consultants presented an overview of the initiative, which aims to consolidate the existing Zoning Code, Subdivision Regulations, and Sign Code into a single document, reducing the number of use types from 320 to 86. The Commission discussed the timeline for reviewing the draft prior to making a recommendation to the Council, noting that the document remains subject to legal review and further adjustments. Additionally, the Commission agreed to incorporate ongoing discussions of the UDC into future regular meetings and confirmed that an updated version of the draft will be made available for continued oversight.

The commission reviewed and approved a Certificate of Appropriateness for the installation of a building sign and gooseneck lighting at 121 NE Public Square. Additionally, the commission planned a future work session to discuss the Unified Development Code, following the forthcoming release of a draft document.
