The City Council's goals aim to ensure and improve the quality of life and growth of the community. The plan focuses on four key areas: strengthening city leadership and effectiveness through structured educational processes, enhancing communication and community engagement via ambassador programs and policy development, reinforcing infrastructure by evaluating, upgrading, and promoting city assets, and focusing on future growth by outlining long-term and land-use strategies for various sectors.

This strategic plan outlines a roadmap for the City of Painesville to ensure and improve the quality of life and growth within the community. It is structured around four core goals: strengthening city leadership and increasing effectiveness, enhancing community communications and engagement, bolstering infrastructure to support the city's mission, and fostering Painesville's future growth.

The meeting includes a special presentation for police officer awards and committee reports from the Fairport Senior Board and the Planning Commission. Legislative items include the first reading of an ordinance for an amended classification and compensation plan, an ordinance to amend appropriations and adopt the operating budget, and resolutions authorizing the City Manager to enter into agreements for trash services with Republic Services and Major Waste.
