This document outlines the City's comprehensive General Plan, initially adopted in December 1999, which serves as a roadmap for the city's development. It comprises various elements such as Land Use, Housing, Circulation, Safety, Cultural Resources, Community Design, Growth Management, Parks and Recreation, Public Services and Utilities, Floodplain Management, Environmental Justice, Noise, and Conservation and Open Space. The plan is subject to periodic updates, with significant revisions including the addition of an Environmental Justice Element in 2022 and regular updates to the Housing Element.

The Youth Advisory Board held a regular meeting to discuss several topics, including a potential collaboration with Mission Hospital for a "Concert in the Park" event in Spring 2013. The board also reviewed its annual activities and critical events sequencing, with a focus on participating in the collaborative event. The treasurer reported a balance of $1757.98 after profits from the Christmas Tree Lighting Ceremony. Other topics included a BMX Park report, the Merchant Friendly Program, recurring and new community events, support of families for Christmas, selection of attendees for a City Council meeting, and an anti-tobacco campaign.

The special joint meeting included verbal updates on the status of the Draft Maintenance, Operations & Security Plan (MO&SP) for Capital Improvement Project 11202, Reata Park & Event Center, and Capital Improvement Project 09209, Northwest Open Space. Phase 1 Park Improvements. The Commissions provided comments on the draft documents.

The Planning Commission meeting included discussion and approval of Architectural Control (AC) 17-030 and Grading Plan Modification (GPM) 18-007, related to modifications for the Harbor View Project, specifically for 59 new single-family detached condominium units within Tract 15687. Public testimony was heard before the resolution was adopted.

The Planning Commission meeting included discussions and presentations on several key items. The commission received and filed a project update presentation and provided comments on the Concept Plan for the Northwest Open Space Community Park Project. There was an introduction of the conceptual development plans for the proposed Hotel Capistrano by Kimpton. The commission also considered an expansion of the existing dining patio at Trevor's at the Tracks, including construction of a new bar with rooftop and new landscaping, ultimately approving the project with conditions.
