This document is a supplement to the City of Modesto's Wastewater Treatment Master Plan, developed to address updated population growth projections and more restrictive waste discharge requirements, specifically for ammonia limits and salinity. It evaluates and recommends alternatives for expanding wastewater treatment capacity, upgrading facilities at the Jennings Road Secondary Treatment Plant, and improving the Sutter Avenue Primary Treatment Plant. The plan aims to ensure compliance with new environmental regulations and accommodate projected future growth.

The 2008 Storm Drainage Master Plan for the City of Modesto outlines a comprehensive strategy to ensure effective stormwater runoff management, provide flood protection, and meet water quality standards across its Sphere of Influence and adjacent watersheds. It details major infrastructure improvements required for existing areas with recurring flooding and for future development, including cost estimates and phasing priorities. The plan also serves as a decision-making tool for short and long-range planning and forms the basis for establishing funding mechanisms, supporting the City's economic development by creating a robust storm drainage system.

The City of Modesto's 2023-2031 Housing Element is a strategic document prepared in compliance with state regulations to guide the city's housing objectives. It comprehensively assesses past accomplishments, current housing needs, and identifies constraints on housing development. The plan focuses on promoting housing production for all income levels, assisting special needs populations, removing governmental barriers, preserving and improving existing housing stock, and affirmatively furthering fair housing through a set of defined goals, policies, and programs.

This Groundwater Management Plan provides an overview of local agencies, land uses, and the status of groundwater resources in the Turlock Subbasin. Its overall goal, developed by the Turlock Groundwater Basin Association, is to ensure groundwater remains a reliable, safe, efficient, and cost-effective water supply. The plan establishes seven Basin Management Objectives: maintaining adequate groundwater levels, protecting groundwater quality, monitoring extraction for land subsidence, promoting conjunctive use, supporting water conservation, developing alternate water supplies and promoting recycling, and continuing stakeholder coordination.

This document, the City of Modesto's 2009 Urban Growth Policy Review, provides a periodic assessment of urban growth trends and land availability within the Modesto Urban Area. Its primary purpose is to inventory vacant land for residential, commercial, and industrial development, conduct absorption analyses for the next five to seven years, and identify potential areas for future urban infrastructure and economic development. Key focus areas include land use inventory, land absorption analysis, infrastructure considerations (wastewater, water, and storm drainage), and the evaluation of opportunities for future economic growth. The review aims to ensure an adequate five-year supply of developable land and guide the strategic direction of urban expansion, identifying specific planning areas for advisory votes for inclusion into the urban growth boundary.
