The meeting included discussions on the Prevent + Protect Wellness Program, a recap of the Milton Business Development Committee Meeting, city bills, permits approved by the Building Inspector/Code Official, the City Financial Report for April 2025, and the Police Report for April 2025. The agenda also covered reports from the Milton Housing Authority and Milton Volunteer Fire Department, appointments/reappointments for various boards and commissions, rehiring of employees, approval of Milton Municipal Utilities Commission Budgets, resolutions for fund transfers and budget revisions, release of Opioid Funds to the Milton Volunteer Fire Department, application for a Transportation Alternative Grant Program, a contract for donation to the Cabell County Public Library, the Recreation Center Concept Plan, payment for the Milton Volunteer Fire Department's New Engine 406, additional funding for the Milton Volunteer Fire Department, and sending new MPD hires to the Police Academy.

The special meeting included discussions and approvals regarding the nullification of two resolutions adopted on March 4, 2025. The council approved a resolution for the revision of the Levy Estimate Budget. Additionally, a resolution was approved to close checking accounts for the Recreation Center, Dog Park, and Farmers Market at Putnam County Bank and transfer the funds to the City's Rainy Day Fund. Another resolution authorized the transfer of $95,000 from the City's General Fund at Ohio Valley Bank to Putnam County Bank for opening checking accounts for the Dog Park, Farmers Market, and Recreation Center, with specific amounts allocated to each.

The meeting included recognizing the Milton Middle School Girls Basketball Team for winning the 2025 Cabell County Championship. David Crabtree presented the Appalachian UAV Academy, which will train professional drone pilots. Council approved the Police Department's use of Opioid funds up to $50,000 for approved transactions and discussed the annexation of the new Milton Elementary School property. The Letter of Agreement between the City of Milton and Laura Cox Planning and Design, LLC for Grant Administration Services pertaining to the Emergency Generator Project was approved. Council also discussed establishing a Business Planning Committee and approved the City's $10,000 portion of the cost of fireworks for the Pumpkin Festival. A report was given from the Milton Volunteer Fire Department, and several resolutions were presented and approved, including resolutions authorizing transfers from the Police Savings account to the General Fund and from the City's Rainy-Day Fund and Milton Police Department's Savings account to the City of Milton's Municipal Activity Board account.

The meeting included the appointment of new Utility Board Commissioners and the Oath of Office was given to the new Police Chief. The council approved city bills and financial reports. A resolution was presented authorizing the transfer of funds from the Police Department's Home Rule Account to the City's General Fund and another resolution was presented authorizing the closure of the American Rescue Plan Act Account. The Thrasher Group's Engineering Service Agreement for the Melody Lane Water System Improvement Project was approved. Public comments included a request for a letter approving an awning at the Milton Senior Center and inquiries about job positions. A discussion and vote on holding two City Council meetings per month was added to the next agenda.

The meeting addressed a resolution authorizing the Milton Police Department to purchase gear using Opioid Funds. Council also considered hiring up to two Police Officers, leading to an Executive Session. The discussion regarding the hire of new officers was ultimately tabled until the May 2025 City Council meeting.
