Replacement of existing electrical equipment at the JWC Water Treatment plant (WTP) while using a proposer-developed and executed temporary power supply plan to limit service disruptions to the water treatment plant. Coordination with JWC staff will be necessary to develop a temporary power plan and construction sequencing plan that limits WTP plant outages to 8hrs and affords the JWC the right to reschedule work as needed to respond to WTP emergencies, adverse weather conditions that impact WTP operations, and commissioning activities for the Willamette Water Supply System (WWSS). Spring Hill Pumping Plant (SHPP) - Replacement of existing motor control center, MCC-8 and removal of "Old" Switchgear (SWGR). "Old" SWGR currently provides intermediate bus connection from SWBD 1dSB. These two items are located within the Spring Hill Pumping Plant approx. half a mile from the JWC Water Treatment Plant. The existing MCC footprint has (9) sections, 1000A BUS, 277V/480V, and the new one will have (5) sections, 800A BUS, 277V/480V. Finish Water Pumpstation #1 (FWPS1) - Replacement of the Motor Control Center (MCC) and Lightning Panels. This control center is located at the JWC Water Treatment Plant. Existing MCC footprint has (20) sections, 800A BUS, 277V/480V, and the new one will have the (20) sections, 800A BUS, 277V/480V. JWC Operations Building - Replacement of the two Motor Control Centers, MCC 'MCO' and MCC 'MCS' on the second floor. The control center is located at the JWC Water Treatment Plant. The existing MCC 'MCS' footprint includes (16) sections and will be reduced to (6) sections. he existing MCC 'MCO' footprint includes (7) sections and the new MCC 'MCO' will be reduced to (5) sections. Both new and existing MCC incoming voltage and amp remain the same.

Board meetings and strategic plans from City of Hillsboro
The meeting included the presentation of the 2026 Preserving Historic Hillsboro Awards, honoring stewardship, restoration, and adaptive use of historic properties within the city. Following the awards, the council held a proclamation ceremony for Historic Preservation Month. Additional business included the approval of an appointment to the Planning and Zoning Hearings Board. The council also facilitated a public comment period regarding proposed data center developments and a private jet hangar project at the local airport, addressing concerns about environmental impacts, noise, property tax revenues, and the need for further public transparency.
The council discussed upcoming legislative changes regarding land use and housing production. The meeting focused on new state statutes that mandate procedural shifts for housing applications, specifically the prohibition of public hearings for certain application types and the impact on local decision-making authority. Council members explored concerns regarding transparency, public engagement, and the procedural complexities associated with these state-level mandates, particularly regarding residential development projects and potential impacts on zoning map modifications.
The City Council meeting focused on discussing upcoming land use legislation and housing amendments. Staff provided an overview of state legislative changes intended to reduce barriers to housing production, including the prohibition of public hearings for certain residential land use applications. Council members discussed the impact of these changes on community engagement, the potential for reduced public input, and the procedural complexities regarding future zoning map updates. It was determined that staff would provide a future update once there has been sufficient experience with the new procedures.
The council received a post-legislative session update focusing on state budget challenges, transportation funding, and economic development. Key discussion topics included the impacts of federal tax law changes on Oregon revenues, the status of referred ballot measures, and the passage of bills related to transportation, housing, and homelessness. Furthermore, the meeting covered state legislation regarding federal immigration enforcement response, data privacy for law enforcement, and the implementation of tools for urban growth boundary expansions. Upcoming work groups and task forces related to economic development were also addressed.
The City of Hillsboro's Housing Production Strategy outlines a comprehensive approach to address current and future housing needs through 22 city-led actions. Key strategic areas include regulatory actions to expand housing capacity, land-based initiatives, partnerships, incentives, and direct investments. The plan specifically aims to promote housing production, affordability, and choice, with a strong focus on achieving fair and equitable housing outcomes, mitigating displacement, and increasing housing stability for vulnerable populations and protected classes.
