Sole Source: If sale is less than $15,000, use sole source.
Coops: First, see if a California public agency’s competitively bid contract can be piggybacked.
Chino Valley Unified School District, CA rarely to never approves sole source. The district favors competitive pricing validation via bids or piggybacked contracts, making sole source justifications unlikely to pass procurement or board review.
