The Subcommittee discussed the long-term planning for district-wide school building needs, specifically evaluating the necessity of new construction versus major renovations for aging facilities. The discussion covered financial impacts, potential consolidation strategies, the need for current demographic forecasting, and the necessity of aligning school building visions with broader town infrastructure projects like the sewer override. The committee planned to organize a workshop to present findings to the full School Committee and explore the feasibility of hiring a demographer to inform future capital and operating budget decisions.

The subcommittee reviewed several policies. Proposed changes for Policy JEB (Entrance Age Policy) included adjusting the age-eligibility date for school entry and refining document language. Regarding Policy BEDH (Public Comment at School Committee Meetings), discussions centered on restricting public comment eligibility to taxpayers and those affiliated with the school district, while allowing the Chair discretion for other speakers. Policy BEDH-E (Guidelines for Public Comment) was updated to change the required address information from a full address to city or town of residence, and the committee reaffirmed the standard practice of not responding to public comments during meetings.

The Subcommittee reviewed facility and field rental fees, examining the three-year transaction history of the building rental revolving fund and revenue projections. Discussions focused on establishing criteria for an A1 rental rate category for non-profit organizations serving youth in Barnstable, including definitions for residency and non-profit status. It was decided to compile an updated list of qualifying youth-oriented organizations for further review prior to a future School Committee meeting, and the Subcommittee formally voted to create the A1 category for eligible non-profits.
