Lease of Golf Carts RFP
Erie County wishes to lease one hundred fifty five (155) Year 2025 or newer gasoline and electric golf carts for the Erie County Golf Courses. Quantities and delivery locations: sixty-five (65) gasoline carts to Elma Meadows Golf Course, Elma, NY; fifty (50) gasoline carts to Grover Cleveland Golf Course, Buffalo, NY; and forty (40) electric carts to Willowdale Golf Course, Amherst, NY. Delivery to be made on or before March 31, 2027. All carts must be 2025 or newer. Electric carts must use lithium batteries and on-board charging. Lease term will begin March 31, 2027. The bid is for 155 new and unused or Year 2025 or newer carts. Upon delivery no cart may have loose or broken body panels; seating surfaces must be free of rips or tears; delivery will not be accepted if a cart has wear deemed excessive for its age. Bid amount is per cart per year, with equal payments being May through October of each season (six payments per season). Bidders must provide Erie County with lease options of four (4), five (5), and six (6) years in length. All golf carts must be accessorized with canopy tops, club protectors, clear folding-down windshields, hubcaps, and two (2) number decals. Erie County will replace broken or damaged windshields at its discretion; the price of replacement windshield charged by the vendor will not exceed $105.00 (including parts and labor) during the first three years of the lease; the cost may be increased by $5.00 every three years during the life of the lease. Winter storage can be accommodated at the golf courses (outside); if the vendor chooses to store the carts for the winter, they will be picked up between November 15 and November 20 and should be returned no later than March 31. The lease will include all maintenance for normal wear and tear, including parts and labor, except for customer-caused damage or vandalism. Normal wear and tear includes damage to straps, seat covering, buckles, club protectors and coolers. Maintenance must be provided within one (1) week of a service call placed by the golf course and will take place at the respective golf course. If transportation of a cart is required for major repair, transportation shall be the vendor's responsibility. The vendor will supply a loaner cart if one is sent to the vendor's shop for repairs. Winter service and preparation for storage will be provided by the vendor. Emergency services are required (except for flat tires). The vendor will supply each site with replacement tires for repairs between weekly service calls. Vendor is to provide prices for optional add-ons (e.g., GPS, coolers, phone mounts, USB charging ports).
