Upper Midwest Clean Energy & Capacity RFP

Description: The North American Energy Markets Association (NAEMA) is posting this Energy & Capacity RFP on behalf of LevelTen Energy on behalf of four Buyers: Central Municipal Power Agency/Services (CMPAS), Connexus Energy, Great Lakes Utilities (GLU), and Cedar Falls Utilities (CFU). All Buyers are located within MISO and are seeking proposals for renewable PPAs (solar, wind, hybrid) and standalone storage agreements in MISO LRZ 1-3, plus Zonal Resource Credit (ZRC)-only contracts across MISO LRZ 1-7. In aggregate, Buyers want up to approximately 1,000,000 MWh/year of PPA energy and up to 400 MW of storage or ZRC-only capacity to support Minnesota's Carbon Free Standard, 45V tax credit needs, and MISO resource adequacy requirements; responses must be submitted through LevelTen's Platform with a proposal due date of September 15, 2026.
