James City Service Authority solicits as‑needed underground utility locating and marking services for JCSA-owned water and sewer infrastructure. Scope includes locating/marking for ~420 miles of water and ~450 miles of sewer with an expected ticket volume of ~1,800–2,500/month. Key requirements: minimum 5 years Virginia locating experience; compliance with Virginia811 and the Underground Utility Damage Protection Act; ability to process County GIS/As‑Built and Polaris Workforce data; maintain a core locator team, marked vehicle fleet, and communications; provide manifests and monthly reports; accept liability for damages and a no-show penalty (10× ticket price or $125 minimum).
