Description: The Idaho Department of Health and Welfare is soliciting proposals for a Third Party Administrator to design, implement, and administer a statewide Rural Healthcare Workforce Incentive Program (Ladder Payments) to recruit and retain health-care professionals in Idaho’s rural communities. The contract is planned for a five-year term and will administer roughly $66 million in incentive payments, with responsibilities including program design, eligibility criteria, participant agreements, outreach, secure data management (HIPAA/state security), compliance monitoring, and reporting.
