Request for Qualifications for engineering services related to the design and construction management of a street and drainage improvement project for the City of Culloden.
AvailableSeeking a qualified consulting firm or team to provide complete design services. The center street improvements project will enhance mobility and accessibility for pedestrians and cyclists between main street and university drive and the surrounding downtown area. The project will create a gateway into downtown, a sense of arrival, and a connection from the convention center to downtown business. Building on the previously completed design concept report (dcr) for center street (mckellips road to broadway road), this project focuses on implementing a cohesive complete streets design. The center street corridor is part of mesa’s downtown core with the existing roadway consisting of a four- lane collector with on-street parking, surrounded by city center land use. The selected firm will develop detailed design plans, specifications, and cost estimates for the following: redesign of center street lanes to prioritize multimodal access; wider sidewalks to enhance pedestrian accessibility and comfort; shade elements; separated bike lanes; traffic calming feature to improve traffic flow, and safety, will also accommodate large vehicles and downtown events; integration with adjacent multimodal infrastructure and community facilities, including the downtown sidewalk network, light rail, transit services, asu facilities, and city administration buildings; maximize on-street parking by implementing elements of the downtown micromobility and parking study the project scope may ultimately include the preparation of multiple studies, reports, conceptual designs, cost estimates, construction bid documents, or other similar project deliverables

Scope includes a comprehensive corridor assessment, including transit performance, safety, and traffic operations. The study will also evaluate land use context, redevelopment, and equity considerations to ensure recommendations reflect community needs and citywide goals. A central component of the scope is collaboration with the community to develop a shared vision for Welton Street that supports vibrancy for residents and visitors while honoring the corridor’s cultural heritage. Through technical analysis, stakeholder engagement, and concept development, the project will define a clear roadmap for investments that enhance safety, accessibility, and multimodal connectivity along Welton.
