The Department of Health and Human Services issued an active Special Notice for development and implementation of a federally aligned USCDI Plus Quality standard derived from QI-Core and aligned with CMS quality measures. The work includes HL7 FHIR standards governance, stakeholder coordination, implementation-guide development and maintenance, and implementation support. The notice states that Health Level Seven International is the only reasonably available source because it holds the authority and intellectual property rights required to develop, ballot, publish, and maintain the FHIR standard.
