Strategic Planning Update

Description: The San Luis Obispo Regional Transit Authority (RTA) is seeking proposals from qualified consulting firms to provide a Strategic Plan update. The objective of this Strategic Plan Update is to establish a clear roadmap that will guide RTA’s long-range efforts and support the organization’s continued success in fulfilling our Mission. A key component of this study is to identify the agency’s strengths, challenges, and future organizational needs. This information will assist the RTA Board in developing recruitment materials and defining desired leadership qualifications for the next Executive Director following the planned retirement of the current Executive Director in early 2028. The project scope of work (Exhibit 1) includes information for the requested Strategic Plan Update to be provided under this agreement. The successful Proposer shall be responsible for providing all necessary materials, transportation and personnel needed to provide the services as identified in the scope of work. The successful Proposer will observe and comply with all federal, state, county, and city laws, codes, ordinances, rules and regulations in accomplishing the work. The successful Proposer shall abide by all Federal Transit Administration (FTA) procurement regulations (Appendix B) and obtain all the appropriate insurance coverage within the prescribed minimum limits and Business License (Exhibit 2). The RTA remains dedicated to ensuring full and open competition in this proposal process and strives to include as many potential sources as possible in the procurement process.
