Description: The Environmental Protection Agency issued a Special Notice (RFO-FAR 37.202-1) effective January 28, 2026 that establishes mandatory identification and communication protocols to avoid personal services contracts and ensure contractor personnel do not appear to be Government employees. The notice requires contractor personnel to clearly identify their contractor status (including in signature blocks and communications) and to avoid language or titles that imply Government employment.
