Air Emissions Inventory & Compliance Assessment RFP
Task 1. Review of Existing Data: The Contractor shall work with the VANIHCS Environmental Protection Specialist to analyze the 2023 Air Emissions Survey and PTE calculations for both facilities. The Contractor shall review previous sampling methodologies, emission factors, and data quality to establish the baseline for the updated survey and to identify gaps or areas requiring verification during the site visit. Task 2. Update Emissions Data: The Contractor shall plan to conduct one onsite visit at each facility to identify emission sources and gather general design and operational data necessary for accurate emissions calculations, in collaboration with facility staff. The Contractor shall conduct targeted sampling and measurements at both facilities to verify and update existing emissions data, and shall incorporate operational changes, maintenance records, and other relevant updates that have occurred since the last survey. The Contractor shall incorporate any revisions based on government comments received on each Draft Air Emissions Survey. Any necessary follow-up data shall be coordinated electronically via email and teleconference; a second site visit will not be necessary. See attached file.
