Request for Proposals - Willsboro Bay Park Shoreline Access & Land Use Management Plan

Description: The Town of Willsboro seeks a consultant to prepare a Shoreline Access and Land Use Management Plan for the newly acquired Lilly Farm property, known as Willsboro Bay Park. The plan is intended to balance protection of water quality, shoreline resources, grasslands, and migratory-bird habitat with low-impact public recreation, including trails, birding stations, and waterfront access. Required work includes existing-conditions resource mapping, stewardship strategies and agricultural best-management practices, and a phased implementation plan with planning-level cost estimates.
