REQUEST FOR EXPRESSIONS OF INTEREST \& QUALIFICATIONS (RFQ): ARCHITECTURAL \& ENGINEERING SERVICES

Description: LEWIS COUNTY BOARD OF EDUCATION 239 Court Avenue, Weston, WV 26452 REQUEST FOR EXPRESSIONS OF INTEREST \& QUALIFICATIONS (RFQ): ARCHITECTURAL \& ENGINEERING SERVICES Project: District Facilities Flood Recovery: architectural and engineering services for buildings, grounds and other property owned or operated by the Lewis County Board of Education that were damaged in the flood event of July 21, 2026, excluding Robert L. Bland Middle School, which is being procured separately. The Lewis County Board of Education (the "District") is soliciting Expressions of Interest and Statements of Qualifications from experienced, licensed Architectural and Engineering (A/E) firms to provide comprehensive planning, feasibility analysis, environmental and regulatory navigation, architectural/engineering design, and construction administration services following the flood event of July 21, 2026. Covered Facilities: The District has not completed a full inventory of flood damage. The selected firm will help the District assess its buildings, grounds and other property to identify damage from the July 21, 2026 flood event and to determine which facilities require architectural or engineering services, repair, reconstruction or replacement. The scope covers any District building, grounds or property found during the contract term to have damage from that flood event. Robert L. Bland Middle School is excluded. Firms that responded to the Robert L. Bland Middle School solicitation, including the firm selected for that project, may submit under this notice. Contract Structure: The District may award one contract covering all facilities, or separate contracts to more than one firm by facility or group of facilities. Work at each facility will be authorized by a written task order that sets the scope, schedule and fee for that facility under the rates negotiated at contract award. Award of a contract does not guarantee any minimum amount of work. For each facility, and as the extent of damage warrants, the scope includes evaluating the appropriate long-term option: repair or resilient renovation of the existing structure, reconstruction on the current site (subject to local floodplain regulations), or siting and designing a replacement facility on an alternate parcel within Lewis County. Because state and federal funds may support this work, this procurement and all resulting contracts and bid packages will follow applicable federal, state and local procurement standards. Scope of Services \& Regulatory Coordination The selected A/E firm will act as the District's lead technical advisor and design agent throughout all phases of planning, permitting, bidding, and construction administration. Responsibilities include: · Site Feasibility, Damage \& Alternatives Analysis: Assessing District facilities to identify flood damage, and performing structural, mechanical, electrical, plumbing and site damage evaluations at each damaged facility. Conducting cost-benefit feasibility analyses of repair, renovation and replacement options where the extent of damage warrants. Providing the damage and cost data the local floodplain administrator needs to make substantial damage determinations, and evaluating on-site rebuild constraints with the floodplain administrator for compliance with Base Flood Elevation (BFE) and freeboard requirements. Where relocation is under consideration, conducting site selection, due diligence, environmental screening and master planning for alternate, flood-safe sites. · Funding Documentation \& Agency Coordination: Preparing damage assessments, scopes of work and cost estimates for each facility in a form that meets the documentation standards of state and federal funding programs, including 2 C.F.R. Part 200. Coordinating with state agencies, including the West Virginia Emergency Management Division (WVEMD), and their designated liaisons. · School Building Authority (SBA) Compliance: For any project funded in whole or in part by the School Building Authority of West Virginia, ensuring that educational planning, design documents, cost estimates and submittals conform to the School Building Authority Policies and Procedures Handbook (164 C.S.R. 1) and the School Building Authority Quality and Performance Standards, as applicable. · Environmental \& Resource Agency Reviews: Leading environmental assessments compliant with the National Environmental Policy Act (NEPA) and inter-agency consultations with state and federal environmental agencies regarding watershed impacts, runoff management, wetlands, and protected species. · Permitting \& Code Approvals: Securing all necessary permits from municipal/county floodplain administrators, the West Virginia State Fire Marshal, state and local health authorities, including the West Virginia Department of Health, the West Virginia Board of Education and Department of Education, as applicable, and obtaining required state and federal water quality/environmental clearances. · Procurement \& Statutory Compliance: Preparing all future contractor bid packages, technical specifications and contract templates in compliance with 2 C.F.R. §§ 200.317 through 200.327, W. Va. Code § 5-22-1, and School Building Authority procurement rules. Ensuring that future construction solicitations include the contract provisions required by 2 C.F.R. § 200.327 and Appendix II to 2 C.F.R. Part 200, as set out in the attached Mandatory Contract Provisions. Submission Requirements Interested firms must submit a Statement of Qualifications containing: · Letter of Transmittal: Firm background, executive summary, and designated primary point of contact. · Firm Qualifications \& Team Organization: Resumes and credentials of key personnel (Principal-in-Charge, Lead Educational Architect, Structural Engineer, Civil/Site Engineer, Environmental/Grant Recovery Specialist, and key sub-consultants). · Approach \& Capacity: Proposed approach to identifying flood damage across District facilities and to assessing and designing repairs at several facilities at the same time, including staffing, current workload and how quickly the firm can begin site evaluations. · Grant-Funded \& Public Sector Experience: Demonstrated past performance managing post-disaster educational rebuilds, federal grant projects, hazard mitigation initiatives, SBA-funded projects, and federal environmental review processes. · Public Bidding \& Statutory Compliance Track Record: Verifiable experience drafting compliant procurement packages for federally assisted or grant-funded capital projects operating under 2 C.F.R. Part 200 and state procurement rules. · Licensure \& Compliance: Active West Virginia business registration, Certificates of Good Standing with the WV Secretary of State, valid registrations with the WV Board of Architects / WV Board of Professional Engineers, and proof of Professional Liability/Errors \& Omissions insurance. · Certifications \& Disclosures: A certification that the firm and its principals are not suspended, debarred or otherwise excluded from federal or state contracting; disclosure of any relationship with a District board member, officer or employee that could create a real or apparent conflict of interest; and a statement of whether the firm took part in preparing this solicitation.
