REQUEST FOR BIDS

Description: The Heard County Board of Commissioners is requesting bids from Georgia state licensed contractors to complete road striping in Heard County. The Contractor shall provide all materials and services necessary in the performance of this contract. Bids will be received by Heard County Board of Commissioners, Purchasing Department, Heard County Administration Building, 201 Park Avenue, Room 200, Franklin, Georgia 30217 until 11:00 AM local time on Wednesday, November 4, 2026. Late bids will not be considered nor returned. Bids will be formally accepted and acknowledged at the County Administration Building by staff personnel. The bid documents and specifications are available for inspection at the Heard County Purchasing Department, Heard County Administration Building, 201 Park Avenue, Room 200, Franklin, Georgia 30217; phone 706-675-3821 or fax 706-675-2493. Bids may not be withdrawn for ninety (90) days after the time and date set for closing, except as allowed by OCGA. Heard County reserves the right to reject any and all bids and to waive any technicalities. Introduction / Schedule of Events: - Release of RFB: October 9, 2026 - Deadline for written questions: October 21, 2026 by 12:00 P.M. - Answers to written questions posted to the county website: October 28, 2026 by 5:00 P.M. - BIDS Due: November 4, 2026 at 11:00 AM (local time) Scope of Work: The Work consists of road striping on multiple roads within Heard County. "Work" includes all construction and services required by the Contract Documents and includes all labor, materials, equipment and services necessary for completion of road striping in accordance with GDOT specifications and the Contract Documents. Mandatory bidder requirements and submittals include a completed Pricing Proposal (Appendix D and Appendix D.1 Road Striping Worksheet as applicable), evidence of insurance, Bidder's Certification (Appendix A), SAVE Affidavit (Appendix B), E-Verify Form (Appendix C), and signed addenda (if any). Bid bonds, performance bonds and payment bonds are required as specified in the RFB.
