REOUEST FOR PROPOSAL PROFESSIONAL SERVICES CONTRACT TO BE AWARDED BY ESTABLISHED QUALIFICATION CRITERIA FOR MAINTENANCE, REPAIR AND EMERGENCY RESPONSE OF SUPERVISORY CONTROL DATA ACQUISITION (SCADA) \& PROCESS CONTROL SYSTEMS

Description: Notice is hereby given that sealed proposals addressed to Jenai Johnson, Borough Clerk, will be received up to 10:00 A.M. prevailing time on Tuesday, December 1, 2026 at which time they will be opened and read by the Municipal Clerk of the Borough of Clementon, at the Municipal Building, 101 Gibbsboro Road Clementon, New Jersey. Proposal Forms, Instructions to Bidders, Specifications and other Bidding documents may be reviewed and obtained at the Borough of Clementon Municipal Building located at 101 Gibbsboro Road Clementon, NJ 08021 7:00am to 5:00pm Monday through Thursday, excluding Holidays. The Borough of Clementon is soliciting proposals through a fair and open process in accordance with applicable New Jersey law. Responses to the referenced professional position should address the general criteria and mandatory minimum criteria. One (1) firm will be awarded for this specialty service. Appointment shall be for the 2027 Calendar Year, price and other factors considered. As used herein, the term Borough shall include all Borough of Clementon Departments and affiliated agencies. The Borough Council reserves the right to reject all proposals and to waive minor informalities as permitted by law. INTRODUCTION / SCOPE: The Borough of Clementon (the "Borough" or "Owner") is soliciting proposals from qualified firms to perform maintenance, repair and emergency response services for Supervisory Control and Data Acquisition (S.C.A.D.A.) systems and process control systems, including instrumentation and calibration support for both water and sewer systems. Services include maintenance, repair and emergency response of S.C.A.D.A. systems, process control systems, instrumentation and calibration support for water and sewer systems. One firm will be awarded for the services requested. Appointment period: January 1, 2027 through December 31, 2027. MANDATORY MINIMUM REQUIREMENTS: Respondent proposals must meet or exceed the professional, administrative and financial qualifications and requirements set forth in the RFP/RFQ. Requirements include, but are not limited to: certification to provide electrical services in the State of New Jersey (provide license(s)); New Jersey licensed engineer on staff (provide license(s)); ISA Control System Technician Certification (provide certification); minimums of experience (15 years design/installation/integration and SCADA-related services; 15 years process automation; 20 years services to municipalities including sanitary sewer and water automation); office location(s) and response capability (responding office within 50 miles of Borough of Clementon); project manager with at least 20 years municipal experience; schedule of hourly rates and completed fee proposal (fee proposal must be completed as outlined or proposal will be rejected). PROPOSAL CONTENT: Submit a Qualification Statement and Proposal addressing required information: statement of interest; office address; names and titles of individuals assigned; narrative demonstrating understanding of work; resumes of key personnel (limitations apply); description of monthly itemized reporting and example invoice; list of three clients for whom similar services provided. Fee Schedule: proposed hourly rate fee schedule for the 2027 calendar year. The proposal must include one (1) original with original signatures marked "ORIGINAL", four (4) complete and exact copies marked "COPY", and an electronic copy on a CD or flash drive. Proposals remain firm for sixty (60) days after submission. ADMINISTRATIVE, INSURANCE AND COMPLIANCE REQUIREMENTS: Respondents must comply with applicable New Jersey statutes and regulations, affirmative action/EEO requirements, business registration, disclosure of investment activities in Iran, "pay to play" requirements, insurance and indemnification obligations (specified minimums for workers' compensation, employer's liability, general liability, automobile liability, and professional liability), HIPAA (if applicable), proof of licensure for electrical services and professional engineering in New Jersey, background checks, and other statutory requirements. The Borough may issue addenda; respondents are responsible for knowledge of all addenda. The Borough reserves rights regarding rejection, waiver of minor irregularities, and award subject to availability of funds. The Professional Services Committee will select the vendor deemed most advantageous to the Borough, price and other factors considered; selection is subject to governing body approval. Notice of award and payment provisions are described in the RFP. OTHER: The RFP document contains standard contract terms, ownership of materials, non-collusion affidavit, statement of ownership disclosure, business registration requirements, debarment affidavit, affirmative action/EEO forms, Americans with Disabilities Act provisions, and other required forms and certifications. Failure to submit required forms or to meet mandatory requirements may render a proposal non-responsive.
