JSU supports teaching, research, service, residential life, athletics, dining, administrative operations, and public activities across a multi-building campus environment. The services under this RFP are intended to support safe, sanitary, reliable, and environmentally responsible campus operations. 2. PURPOSE AND INTENT Jackson State University invites sealed proposals from qualified, licensed, responsible firms to provide comprehensive campus-wide pest control and management services. The successful Vendor shall furnish all supervision, labor, transportation, materials, pesticides, monitoring devices, traps, equipment, reporting, quality control, and other resources necessary to perform the required services. JSU intends to use an Integrated Pest Management (IPM) approach emphasizing inspection, monitoring, exclusion, sanitation and structural recommendations, non-chemical controls, targeted treatment, and the least hazardous effective pesticide applications when treatment is necessary. Routine calendar-based spraying without documented need is not acceptable. The resulting contract is anticipated to cover Education and General (E&G) facilities, Housing/Residence Life, Athletics, Auxiliary/Dining facilities, daycare/sensitive areas, and other University facilities identified in the final Facility and Service Schedule. 3. PROCUREMENT METHOD AND BASIS OF AWARD This solicitation is structured as a Request for Proposals using competitive sealed proposals. Proposals shall be evaluated for responsiveness to the RFP and vendor responsibility. JSU may verify calculations, licenses, references, capacity, past performance, and other responsibility information before award. JSU reserves all rights available under applicable Mississippi law and procurement rules, including the right to reject any or all proposals, cancel the solicitation, waive minor informalities or irregularities when permitted, request clarifications, conduct discussions or presentations when provided for in this RFP, request proposal revisions or Best and Final Offers when permitted, verify references and qualifications, and negotiate an agreement consistent with the solicitation and applicable procurement requirements. CONTRACT TERM The anticipated initial contract term is two (2) years, with the option for JSU, subject to satisfactory performance, funding, required approvals, and applicable law, to renew for up to three (3) additional one-year periods. No renewal is automatic, and no work may begin before all required approvals, execution, purchase authorization, and notice to proceed. Base rates shall remain firm during the initial term. Any renewal-period price adjustment must be requested in writing, supported by the methodology stated in the proposal, and approved in writing by JSU in accordance with the executed contract and applicable procurement requirements. 5.
