Seeking proposals from eligible municipalities, for-profit, and non-profit entities to apply for Program Year 2026 HOME Program and Homelessness Trust Fund (HTF) Activities funding in accordance with the guidelines as outlined in Section 3.0 Scope of Work. Non-profit entities that wish to receive funding from the Community Housing Development Organization (CHDO) set-aside must submit the appropriate Certification or Re-Certification along with the application. AvailableHOME-ARP funds for the specific purpose of funding the following activities: acquisition and development of affordable rental housing and acquisition and development of non-congregate shelter. HOME-ARP funds may be used to acquire and develop non-congregate shelter (HOME-ARP NCS) for individuals and families that meet one of the Qualifying Populations defined in the CPD Notice: Requirements for the Use of Funds in the HOME-American Rescue Plan Program ("the Notice"). NCS provides private units or rooms as temporary shelter to individuals and families and do not require occupants to sign a lease or occupancy agreement. This activity may include the construction of new structures or the acquisition and/or rehabilitation of existing structures (such as motels, nursing homes, or other facilities) to be for use as HOME-ARP NCS. The Notice establishes requirements applicable to HOME-ARP NCS.

CDBG applications must be presented at an open public meeting of the municipality where the project is located, and the municipal certification must be completed before the application's due date and time. Failure to do so will be considered a fatal flaw and the application will be considered unacceptable. Please plan accordingly. The Community Development (CD) Committee is comprised of two (2) representatives of each participating municipality and two (2) representatives appointed by the Board of County Commissioners. The CD Committee, operating both as a whole and through its Special Subcommittees, reviews and recommends implementation policies to the Commissioner Board. A Special Subcommittee of the CD Committee will review all proposals requesting funds and recommend project funding levels to the Board of County Commissioners.
