Prequalification of General Contractors for Construction of 2 Electrical Substations

Description: Prequalification of General Contractors for Construction of 2 Electrical Substations as further described in Section A of the RFSQ Particulars (Appendix B) (the “Deliverables”). RFSQ submissions will be reviewed based on a set of evaluation criteria to pre-qualify general contracting firms with experience, expertise and qualified personnel to complete the project. This RFSQ is phase one in the process to select a team. The intent of the pre-qualification process is to select a short-list of up to seven (7) Respondents who would be invited to a subsequent Request for Proposal (RFP). This RFSQ pertains to two (2) construction projects; Queen’s Main Campus Substation (21-01748) and Queen’s West Campus Substation (21-01770). Work associated with the Queen’s Main Campus Substation (QMCSS) is primarily located in the basement level of the Queens Medicine Building located at 15 Arch Street. Work associated with the Queen’s West Campus Substation (QWCSS) is primarily includes the construction of a new structure north of the John Orr Tower (appx. 274 Hargreaves Way). QMCSS The work at QMCSS entails the undertaking the construction of a new Main Campus Electrical Substation “QSB” located within the basement of the School of Medicine building at 15 Arch Street, Kingston, Ontario. The project includes the installation of a new indoor double-ended 44 kV substation comprising 44 kV metal-clad switchgear, utility metering, two indoor oil-filled 44 kV-to-5 kV power transformers, and new 5 kV switchgear integrated into the existing campus medium-voltage distribution network. The work also includes the installation of new 44 kV and 5 kV underground duct banks and manholes, medium-voltage feeder cables, grounding systems, protection and control systems, SCADA integration, emergency power systems, fire alarm systems, and associated civil, structural, architectural, mechanical, and electrical modifications within the existing facility. In addition, the project includes campus-wide distribution upgrades and modifications to existing network switches and medium-voltage feeders serving key Main Campus facilities. The completed project will establish a new high-voltage distribution hub for Queen’s Main Campus, enhancing system reliability, operational flexibility, capacity, and long-term resiliency while maintaining continuity of service to the existing campus electrical infrastructure QWCSS The work at QWCSS entails the undertaking the construction of the new West Campus Electrical Substation “QSC” located adjacent to Hargreaves Way on the West Campus in Kingston, Ontario. The project includes the supply and installation of a new standalone prefabricated high-voltage electrical substation facility complete with a new 44 kV utility service from Utilities Kingston, indoor 44 kV metal-clad switchgear, 13.8 kV distribution switchgear, two outdoor-rated 44 kV to 13.8 kV power transformers, protection and control systems, SCADA and communications infrastructure, station service systems, grounding systems, and associated civil, structural, architectural, and mechanical works. The project also includes extensive campus-wide electrical distribution upgrades, including the installation of new concrete-encased 44 kV and 15 kV duct banks, manholes, medium-voltage feeder cables, and communications infrastructure, together with the replacement of existing 4.16 kV distribution equipment with new 13.8 kV equipment serving multiple West Campus facilities, including McArthur Hall, the Refrigeration Plant, Coastal Engineering, Richardson Stadium, and the Jean Royce buildings. The work involves modifications to existing network switches, transformers, protection systems, and utility-owned infrastructure, as well as staged system cutovers, temporary power generation, coordination with Utilities Kingston, testing, commissioning, and energization of the new campus distribution network. Upon completion, the project will establish a new 44 kV utility-supplied distribution node that will significantly enhance the reliability, resiliency, capacity, operational flexibility, and long-term expansion capability of the Queen’s University West Campus electrical infrastructure. Projected Schedule: Application for Building Permit will occur prior to December 31, 2026. Issuance of tender for both projects is planned for January 2027 subject to Board Approval. The target schedule for both the Main Campus and West Campus components includes Contract Award in April 2027 and Ready for Takeover by August 2029.
