Prequalification of Energy Services Providers for GESPCs (Georgia)
Georgia Environmental Finance Authority (GEFA) seeks to prequalify Energy Services Providers (ESPs) to compete for Guaranteed Energy Savings Performance Contracts (GESPCs). The RFQ requires SOQs demonstrating capability to develop, audit, design/implement, finance, and verify Energy Conservation Measures (ECMs); minimums include audited financials, specified bonding and insurance (CGL and professional liability), ability to guarantee savings and arrange financing, and completion of at least ten GESPC projects with at least one year of savings performance. This process creates a Prequalification List (no project awards) for State Agencies to invite to future RFPs.

Lorain County (Ohio) is soliciting Statements of Qualifications from professional design firms to establish a list of qualified firms for Board-directed projects under Ohio Revised Code sections 153.65153.71. Submittals must include firm history, resumes, representative municipal/county projects from the last five years, ODOT pre-qualification status, hardware/software info, and a completed SOQ summary sheet; submissions are limited to 30 pages. Qualification lists will remain active until amended and the list becomes active by January 5, 2026.
