OSC Study on U.S. Space Economy Measurement Metrics

Description: Task 1 - Metrics Identification and Compilation: The Contractor shall identify all metrics used in prior private-sector studies characterizing the size, growth, health, competitiveness, resilience, or capacity of the U.S. space economy or commercial space ecosystem. The Contractor shall identify all metrics used in prior non-governmental (e.g., trade association, academic, non-profit) studies of the same subject. The Contractor shall identify all metrics used in prior U.S. Government studies or reporting efforts of the same subject, including one-off or discontinued efforts. The Contractor shall compile the metrics identified under 2.1.1–2.1.3 into a single annotated bibliography. Each entry shall include, at minimum: (a) the metric name and originating source/publication; (b) the source category (private-sector, non-governmental, or U.S. Government); (c) a description of what the metric purports to measure; (d) the data source(s) underlying the metric; (e) the update/reporting frequency, if any; (f) known limitations as documented by the originating source.
