Orange County Substance Use Disorder Comprehensive Outpatient Services (COPS) RFP

Description: The County of Orange (through its Department of General Services) issued RFP‑MH02‑26 to establish and manage Comprehensive Outpatient Services (COPS) to address local gaps in substance use disorder treatment. The selected contractor must establish two OASAS‑licensed outpatient clinics (one serving the Southern region, e.g., Chester/Monroe/Goshen, and one serving the Western region, e.g., Port Jervis), provide counseling, medication‑assisted treatment, supportive services for co‑occurring disorders, and follow the WELCOME Orange consumer‑centered model while collaborating with local partners. The anticipated contract term is one year with up to four optional one‑year extensions, and contractors must be licensed/certified by NYS OASAS to operate Part 822/COPS programs.
