One-Stop Operator

Description: November 2, 2026 Dear Provider: On behalf of CareerSource Palm Beach County (CSPBC), the Workforce Development Board of Treasure Coast, Inc. d/b/a CareerSource Research Coast (CSRC) is seeking proposals for a One-Stop Operator in accordance with the Workforce Innovation and Opportunity Act (WIOA) sec. 121 (d) (2) (a), which requires the Local Workforce Development Board (LWDB) to competitively select a "one-stop operator" to support the implementation of services with the career center system locally. The One-Stop Operator may be a single entity or multiple entities working together to form a consortium operator. Instructions for submitting proposals are included in the Request for Proposal (RFP). The RFP may be accessed through the CSPBC's website. Provider(s) must complete the RFP package as instructed and submit it by 5:00 p.m. EST on Friday, December 4, 2026. All questions must be submitted by Friday, November 25, 2026, via proposals@careersourcerc.com, and will be posted on the CSPBC website. Answers to all questions received will be posted to the webpage within two business days. This request is for the purpose of contracting with a One Stop Operator. The One-Stop Operator's major function, in a consultant role, will be the coordination of the service delivery among the required One-Stop Partners and their programs. Responses to this RFP are to be used to determine the best-qualified proposer and will be the basis for negotiating a contract. The contract, if awarded, will be a term of four (4) years as a one (1) year contract to be renewed annually based upon performance. Annual renewal will be the option of CSPBC and its Board of Directors. This request for proposal does not obligate the CSPBC Board of Directors to award a contract or contracts, nor will CSRC or CSPBC pay any costs incurred in the preparation of proposals.
