On-Call Sanitary Sewer Spot Repairs and CCTV Inspection Services FY 2026-2027

Description: Provide full and complete time-and-material (T&M) on-call sanitary sewer maintenance, inspection, emergency response, spot repair, lateral replacement, pipe bursting, and related services throughout the City of Los Altos sewer service area. Services include, but are not limited to, sanitary sewer main and lateral spot repairs and replacement, four-inch lateral pipe bursting, CCTV inspection and associated cleaning, emergency response for blockages and overflows, bypass pumping, utility locating, excavation, traffic control, and surface restoration. This is an on-call maintenance services agreement, not a contract for a single defined project. The initial contract term is two (2) years, with the City's option to extend for an additional three (3) years, for a maximum term of five (5) years. The anticipated annual expenditure is approximately $175,000 per fiscal year. The selected Contractor must maintain a 24-hour emergency contact and have sufficient personnel and equipment for emergency response. All proposals must be submitted online exclusively through the PlanetBids portal; physical, faxed, or emailed proposals are not acceptable. A non-mandatory pre-bid conference will be held on November 12, 2026, at 10:00 a.m. at the Municipal Services Center, 707 Fremont Avenue, Los Altos, CA 94024. Written questions must be submitted via the portal by November 24, 2026. Proposals are due by 4:00 p.m. on December 2, 2026.
