Notice of Intent to Award a Sole Source Order to The Pennsylvania State University

Description: The Department of the Navy, through Naval Information Warfare Center (NIWC) Pacific, intends to issue a noncompetitive, firm-fixed-price purchase order to The Pennsylvania State University for collaborative research and development on two-dimensional materials for event-based imagery. The work includes fabricating and characterizing materials, prototyping and optimizing devices, and advancing dynamic vision sensors for tracking high-speed targets under ultra-low size, weight, and power constraints. Although the agency intends to negotiate solely with the university, all responsible sources may submit capability statements, comments, questions, or concerns by 5:00 p.m. Pacific on November 10, 2026.
