Notice of Intent to Award a Sole Source Order to The Pennsylvania State University

Description: The Department of the Navy's Naval Information Warfare Center (NIWC) Pacific announces its intent to award a firm-fixed-price purchase order noncompetitively to Pennsylvania State University for collaborative R&D on two-dimensional materials for event-based imagery. The work involves fabricating and characterizing 2D materials and prototyping devices to advance low-size, weight, and power dynamic-vision sensors for tracking high-speed targets. Although the Navy intends to negotiate solely with Pennsylvania State University, it says all responsible sources may submit a bid, proposal, or quotation and instructs respondents to email and upload inquiries through PIEE.
