Summary
Provides performance-based incentives to home builders for whole home efficiency upgrades through its EPS-NH track since 2009. Program verifiers inspect homes and estimate energy usage using energy modeling software; the homes are compared to a modeled baseline of what is required by state building code. Seeks to compare the actual weather normalized energy consumption of program homes to the actual normalized energy consumption of a representative sample of non-program homes. To assess the accuracy of the home energy usage modeling methodology used by the program, by comparing the actual, weather normalized energy usage to modeled energy usage for program homes. To understand the differences in real-world energy performance between program and non-program homes by comparing the actual weather normalized energy usage of program homes to that of a sample of non-program homes that resemble the population of program homes.
