Mobility Forward: Digital Database RFP

Description: Procure an Electronic TIP (E-TIP) Database and Call for Projects Platform (hereafter, the “Platform”) that will: Establish a single, authoritative E-TIP database that supports the full lifecycle of TIP projects, including project entry, amendments and administrative modifications, lifecycle tracking, funding tables, and reporting. Provide secure, documented interoperability with other cloud-based TIP system through APIs or equivalent mechanisms, reducing duplicate data entry and reconciliation. Support simultaneous multi-user data entry and review, with role-based access, versioning, and audit trails, and with secure access for authorized users beyond the internal network. Replace the existing Microsoft Forms-based intake with a Call for Projects module that supports the full lifecycle of the Regional Flexible Funding Call for Projects, from submission through scoring, award, and post-award reporting, with awarded projects transferring directly into the E-TIP database.
