Provide a comprehensive, secure, scalable, and integrated payment processing, One Card, and point-of-sale (POS) solution for the College. The proposed solution must support The Citadel's current and future payment processing needs across multiple departments, locations, systems, and payment channels, including student account payments, credit and debit card transactions, ACH/eCheck payments, retail and point-of-sale transactions, One Card transactions, online and departmental payments, and other College payment activities. The solution must integrate with The Citadel's existing Ellucian Banner ERP environment and support the secure processing, posting, settlement, reconciliation, and reporting of payment transactions. The initial term of this contract is for one (3-year) term with the option of four (4) one (1) year renewals. The maximum term is seven (7) years. The initial contract term shall begin January 1, 2027, and continue through December 31, 2028. See attached file.

The U.S. Army Corps of Engineers (USACE), New York District, and the U.S. Merchant Marine Academy (USMMA) will host the Fall FY27 Industry Day on October 15, 2026, from 11:00 a.m. to 2:00 p.m. Eastern Time at the USMMA campus in Kings Point, New York, as a hybrid event. The event will present the FY27-FY28 Campus Modernization update and anticipated procurement activity, including heavy-construction, utility, and supporting requirements, with leadership remarks, an executive panel and Q&A, small-business guidance, a campus tour, and networking. Registration is required by 12:00 p.m. Eastern Time on October 12, 2026, and SAM.gov classifies the posting as an active Special Notice not identified as a grant program while stating that it is informational and not a solicitation or Government commitment to award a contract.
