Domestic violence intervention services are needed to provide evidence-based cognitive behavioral programs for adult and juvenile offenders, support for children affected by domestic violence, and comprehensive services for victims and their families. The primary goals are to enhance safety for victims, children, and the community, hold offenders accountable, and reduce recidivism by equipping offenders with the skills and knowledge required to prevent future abusive behavior.

To provide an alternative diversion program for family court referrals for first time juvenile offenders who meet the referral criteria. Referrals may be from the county police, the office of the prosecuting attorney, district traffic court or the department of education. Teen (peer) jury system to apply balanced and restorative justice values of accountability, competency development and public safety to help participants increase law abiding behaviors and reduce the risk of recidivism. The court may be presided over by an attorney or judge.

Provide juvenile offenders with the skills and knowledge to effectively deal with their use of alcohol and drugs in order to eliminate re-offending behaviors. Services should also be reflective of the court’s balanced and restorative justice philosophy, and the juvenile justice reform effort with emphasis on best practices/evidence-based practices, collaboration, and cultural competency. The goals of balanced and restorative justice are accountability, competency development, and public safety.
