MARSOC Special Operations Medical Training Services IDIQ - (Request for Proposal)

Description: The SOMTS contract provides turnkey medical training solutions for MARSOC across three distinct Contract Line Item Numbers (CLINs): Prolonged Field Care (PFC) Training. A 5-day comprehensive course for 12–24 students (SOIDCs and CSOs) featuring two concurrent Lines of Effort (LOE), cadaveric procedural labs (≤ 10 students/specimen), tactical exercises, a 12-mile non-looped off-road track, full Class VIII support (Table 2 Culmination Aid Bags), and full logistical/ nutritional support. Special Operations Austere Medical Training (SO+AMT). A 3-phase pipeline for non-medical personnel (Phase I: EMT/NREMT Certification; Phase II: TCCC Tier 3, PHTLS, AMLS; Phase III: Austere Emergency Care & 24-hr CULEX). Minimum class capacity 24 students; minimum 4 iterations per year; ≥ 90% first-time NREMT pass rate requirement. See attached file.

Cap-Ex Idiq Solicitation - (Request for Proposal)
The services provided under this contract shall be performed by a company entity, not an individual, to aid NAVFAC in its execution of facility projects. The intended scope of services is divided into two primary phases: Pre-award and Post-award of the construction contract. These services will primarily be provided across a range of project types, including Military Construction (MILCON) for the Navy, Marine Corps, and other Defense agencies; Facilities Sustainment, Restoration, and Modernization (FSRM) projects for CNIC and the Marine Corps; reimbursable (REIM) project work for various Supported Commands, and other funded construction projects. Funding for these pre-award and post-award support services varies depending on the project type, as detailed in the matrix below. A core principle of the services sought is the clear delineation between contractor support functions and Inherently Governmental Functions (IGF), which are exclusively reserved for Federal employees. The CAP-EX Contractor shall perform the preparatory work, analysis, documentation, and coordination required to aid Government officials in their decision-making. However, all final determinations, approvals, and official commitments are inherently governmental. This includes, but is not limited to, the determination of Federal program priorities; the initiation, processing, and commitment of funds via contract award or modification; the approval of contract documents; the final acceptance or rejection of contractor products; and the official approval of schedule delays or extensions. Any CAP-EX Contractor recommendations regarding payments to other vendors will be provided to the designated Government Contracting Officer's Representative (COR) for their exclusive determination and action.
