The project consists of the construction of the Landfill Expansion Cell within the licensed landfill area. The 14.6-acre landfill cell will include excavation, embankment, and preparation of the liner subgrade and will be lined with the liner system shown on the plans. The liner system includes the following elements from bottom to top: Compacted native liner subgrade, 60 Mil. Double-sided textured HDPE flexible membrane liner, non-woven geotextile fabric, gravel base drainage and protective layer. A portion of the landfill cell will include a reinforced landfill cover as shown on the plans. The project will also include leachate collection, outfall piping, and leachate pond lining. The project includes the construction of an access road, stormwater pond, fencing, and miscellaneous drainage improvements. The project also includes using some of the excavated material as an earthen closure cap over the existing landfill.
