Description: Palm Beach County is seeking input from qualified multidisciplinary consulting firms to develop a technology-neutral regulatory framework for large-load data centers, hyperscale computing facilities, and related high-intensity uses. The RFI requests qualifications, proposed approaches, regulatory concepts, monitoring and enforcement mechanisms, and budget and schedule estimates, with potential deliverables including land-use amendments, performance standards, an implementation roadmap, and community-benefit templates. It is an information-gathering request rather than a grant or guaranteed contract, and responses are due September 3, 2026.

This solicitation aims to support the development, scale-up, and demonstration of large-scale alternative fuel-based energy systems and supporting infrastructure optimized for safe, cost-effective, and scalable deployment of non-drop-in fuels such as hydrogen and ammonia within New York State. This effort directly supports NYSERDA’s objectives to advance decarbonization in hard-to-electrify sectors and enable reliable, zero-emission energy solutions for industrial and grid-support applications. The proposing entity does not need to be based in or currently operating in New York; however, demonstration projects must occur within New York State at an eligible site, and the proposed solution must demonstrate technical feasibility, system integration, and compatibility with New York’s regulatory, safety, and operational environment.
